Inserting a block in structured text lists blocks in a random order.
This is poor UX and doesn’t match how blocks are listed in a modular block field (which is alphabetically, which is helpful):

Normally you should be able to explicitly define the block ordering in the structured text field validations:
That order SHOULD be what your users see.
However, there is currently a bug that seems to be preventing the proper saving of that order — it gets reshuffled into utter chaos for some reason. And plus, I think you have a point that just making it alphabetical (optionally) would help.
I’ll bring both both up for the devs.
