Entering local content without primary locale

How do I enter content which only exist on non-primary locales?

We have some blog articles that are only available for example in German language, and there are no in English part, which is our default locale.

You can just delete the primary locale if you are not going to use it, like in this example, where the primary locale is English, but i want a record to be only in Italian: Screen Recording 2022-10-03 at 11.17.03
