Account inacessible

We have an issue where our project is under a dev partner plan, and one of the project under that account has an outstanding bill that’s not ours. We’d like to move our project out of that account and place it under another accounts that we are happy to pay the bill for. Since last Friday, our website is inaccessible and we’re yet to hear from support. Can you help?
