A new permission has been added where you can control which user roles have permission to control the global site settings 
. I some cases the settings menu item doesn’t make sense to show at all and it will make sense to hide the menu item.
The new solution, which shows a “permission denied”, makes it more confusing for the editors because they feel there is something they can’t access. Instead of a feature they can’t use in their project.
