We don’t want to allow some of our users to drag and drop. The page structure is planned accordingly and we are afraid that they will break the structure. Can it be solved with plugins or in a different way?

For now this is not possible unfortunately, both with the content permissions settings and with the Plugin SDK, so I’m changing this topic into a feature request so we can track the interest in this new feature

Sounds like a nice idea.
Essentially it is a field-level content permission where the field in question, in this case, is the hidden parent / order field.
I agree there will be situations where the tree structure is critical and certain users must not be permitted to alter it.
