Allow account transfer while retaining access

Ideally there would be a way to transfer account ownership while retaining access (so that you are automatically added as an admin collaborator). This is the standard use case for an agency, where you want to hand account ownership and billing over to the client at project completion, but you want to retain access yourself.

Right now this requires a dance of making sure you have a separate collaborator account set up with admin access before transferring, then transferring, then logging in as the separate account to regrant access to the original owner account.
